Community First Choice (CFC) is in danger, we need you to call and express

your support! Community First Choice would expand personal care to the
state Medicaid plan, making it available to anyone who meets level of care
requirements. This would end the segregation of availability of personal
care based on the waiver one qualifies for, including consumer directed
options for EVERYONE. More information on CFC in Colorado can be found at

On Monday 3/9 the JBC voted to not fund further fiscal analysis work to
find a way to make CFC feasible in Colorado. The funding died on a party
line vote, but every member needs to know Coloradoans with disabilities
expect fair access to needed services, and consumer directed options to
receive those services, regardless of their disability diagnosis.

Please call each of the JBC members below and tell them you support funding
for continued efforts to find a fiscally responsible way to implement CFC
in Colorado. The JBC analyst, Eric Kurtz, recommended the funding, the CFC
Council (a stakeholder led council) voted to support the funding, and HCPF
supports the funding. This $160,000/year for 2 years would be money well
spent to improve personal care benefits in Colorado for those who qualify
for the services.

The JBC analyst, Eric Kurtz, who covers HCPF said it best: "The Community
First Choice option is a high priority for many stakeholder groups. Whether
to implement the CFC, and what form the implementation might take, will be
a major policy decision. The Department's request for 1.0 FTE and
consulting services is a reasonable investment to ensure that the
Department and the General Assembly have the analysis necessary to make
good decisions."
