Adams County Sheriff failed to provide effective communication when arresting Plaintiff Siaki and Plaintiff Owen in separate incidents.  During the arrest and interrogation, neither Plaintiff was provided a sign language interpreter.  Adams County Sheriff’s Office (“ACSO”) operates the detention facility where Plaintiffs were detained. 


The parties entered into a settlement agreement requiring ACSO to offer and provide sign language interpreters during arrest, interrogation, booking, medical screening and evaluation, medical procedures, and other jail programs.
